Plot Guide
After Bart blows up the school bathrooms by flushing a cherry bomb, Principal Skinner persuades Homer and Marge to take part in a student exchange program. Bart will study in France for three months, while the Simpsons take in a student from Albania. So Bart is packed off to France.
However, when he arrives, Bart finds that the place is a dump, and he is staying with two crooks, who work him hard and put anti-freeze in the wine they make. Meanwhile, the rest of the Simpsons experience family bliss when their exchange student, Adil Hoxha, is the perfect child.
However, on a trip to the power plant, Adil takes photos of the equiment, and relays them back to his home country. Meanwhile, Bart is sent to town to get more anti-freeze, where he miraculously learns to speak French all of a sudden, and tells a policeman about the crooks. Bart is returned home, while Adil is exchanged for an American spy caught in Albania.

Skinner: I don't think suspension or expulsion will do the trick. I think it behooves us all to consider... deportation.
Marge: Deportation? You mean, kick Bart out of the country?
Homer: Eh, hear him out, Marge.
Skinner: You wouldn't be getting a French boy, you'd be getting an Albanian.
Homer: You mean, all white with pink eyes?
Bart: Ah, the life of a frog. That's the life for me.
Homer: Always remember that you're representing your country. I guess what I'm saying is don't mess up France the way you messed up your room.
Skinner: You might find his accent peculiar. Certain aspects of his culture may seem absurd, perhaps even offensive. But I urge you all to give little Adil the benefit of the doubt. This way, and only in this way, do we hope to better understand our backward neighbors throughout the world.
Homer: See these? American donuts. Glazed, powdered, and raspberry-filled. Now, how's that for freedom of choice?
Homer: Hey, Lenny, does this place have one of those plutonium isolation deals?
Lenny: Yeah, in Sector 12.
Homer: Sector 12?
Lenny: Third floor, by the candy machine.
Homer: Oh, that Sector 12!
Bart: (in French) You gotta help me. These two guys work me night and day. They don't feed me. They make me sleep on the floor. They put anti-freeze in the wine, and they gave my red hat to the donkey.
Policeman: Anti-freeze in the wine? That is a very serious crime.
Bart: So, basically, I met one nice French person.
Bart: (Speaking French) My father, what buffoon.
Homer: Hear that marge! My boy speaks French!
